MINUTES OF THE <br /> OROlYO PLANNING COMMISSION MEETING <br /> Monday,June 15,2015 <br /> 6:30 o'clock p.m. <br /> Barnhart indicated the property generally slopes downward from a high point in the middle toward <br /> Tanager Lake to the north/northeast and then to the wetland in the south. Barnhart noted the wetland has <br /> not yet been delineated, which will need to occur. The north half of the site is heavily wooded, with two <br /> defined bluffs on the property. <br /> Barnhart noted Lots 1 through 3 will be accessed via an extension of Heritage Lane from the west. The <br /> Planning Commission should consider whether a corridor should be preserved for a possible extension <br /> from Heritage Lane to the south. <br /> Barnhart indicated the applicant is looking for feedback from the Planning Commission on the sketch <br /> plan. <br /> Thiesse asked how long the cul-de-sac is. <br /> Landgraver noted Heritage Lane will be 1,600 feet with the cul-de-sac. <br /> Schoenzeit asked how many units it would serve. <br /> Barnhart indicated it will serve three additional homes. <br /> Thiesse commented that it appears to be longer than 1,600 feet. <br /> Gaffron asked if it is 1,600 starting at the Y. <br /> Barnhart indicated it would be from the Y. <br /> Landgraver stated he was under the impression that the existing property would still connect to Shoreline <br /> and not connect to the cul-de-sac. <br /> Barnhart stated the existing house will connect off of Shoreline via their current access. The three new <br /> lots would be accessed via Heritage. <br /> McGrann stated it meets all the setback requirements and that it is just a matter of whether they enter on <br /> Heritage or coming up Shoreline. McGrann asked if that is a potential. <br /> Schoenzeit stated the developer would need to cut through one of the lots that is being subdivided. <br /> Barnhart stated there are challenges to extending Heritage in that area since it is heavily vegetated, <br /> contains significant slopes, and a wetland, but that it is possible. <br /> Landgraver asked if the Dakota Trail is nearby. <br /> Barnhart illustrated the location of the cul-de-sac,the wetland, and Heritage Lane. <br /> Barnhart indicated it is. Barnhart stated Staff has identified a potential connection to Heritage to get to <br /> Shoreline,which may reduce the length of the cul-de-sac, but would create a slew of other problems. <br /> Barnhart stated the Conservation Design Report will be important in this development. <br /> Page 45 of 53 <br />
