MIIYUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,June 15,2015 <br /> 6:30 o'clock p.m. <br /> site that serves the house will be used to provide service to the lot to the north and the proposed <br /> alternative site will be located on the north side of Lot 1. <br /> The main issue Staff has identified concerns a future trail along Old Crystal Bay Road South. The <br /> Comprehensive Plan identifies a trail along Old Crystal Bay Road on the west side. The Planning <br /> Commission should discuss the merits of an easement for trail purposes adjacent to Old Crystal Bay <br /> Road. <br /> Another issue identified is the fact that the existing garage has a 15-foot setback and the ordinance <br /> requires a 30-foot setback. Staff has visited with the properly owner about adjusting that line and it can <br /> be accommodated to meet the setbacks. The applicant has requested some feedback from the Planning <br /> Commission on that item. <br /> The last issue is that the septic system is within the setback line of the property line to the north, and the <br /> applicant has indicated he can adjust that line. <br /> Access will be off of Old Crystal Bay Road. A Conservation Design Plan was completed per City <br /> ordinances and identified tree areas that should be preserved and a couple of wetlands. The Conservation <br /> Design Plan did identify those wetlands and the retention of the drainage ways to continue to feed those <br /> wetlands. The trees largely consist of maple and white pine. <br /> The applicant will be required to pay a park dedication fee and stormwater and trunk drainage fee. <br /> Staff recommends the Planning Commission discuss the following issues: <br /> L The proposed separation between the garage and the northern property line. <br /> 2. Preservation of trees and natural amenities. <br /> 3. The trail along Old Crystal Bay Road. <br /> Lemke asked if there is still plenty of room for the lot if the line is adjusted. <br /> Barnhart indicated there would be. <br /> McGrann asked if there will be an easement for the driveway. <br /> Barnhart stated the driveway would either need to be adjusted to accommodate the setback for the garage <br /> or the line would need to shift to the north in order to accommodate the driveway. <br /> Leskinen asked if there will be a second curb cut for the other lot. <br /> Barnhart indicated there will be. <br /> Leskinen asked if there are any issues with an additional curb cut on Old Crystal Bay Road. <br /> Gaffron indicated it is a city road at that point. <br /> Page 17 of 53 <br />
