Representing Staff were Community Development Director Jeremy Barnhart, Senior Planner <br /> Michael Gaffron, City Planner Melanie Curtis, and Recorder Jackie Young. City Council Member Lizz <br /> Levang was present. <br /> Chair Leskinen called the meeting to order at 6:30 p.m., followed by the Pledge of Allegiance. <br /> CONSENT AGENDA <br /> *1. APPROVAL OF PLANNING COMMISSION MEETING MINUTES OF APRIL 20,2015 <br /> Schoenzeit moved,Thiesse seconded,to approve the minutes of the Orono Planning Commission <br /> meeting of April 20,2015,as submitted. VOTE: Ayes 5,Nays 0. <br /> NEW BUSINESS <br /> 2. #15-3735 CHAMBERLAIN CAPITAL,LLC, 10 MYRTLEWOOD ROAD,VARIANCES, <br /> 6:33 P.M.—6:38 P.M. <br /> Paul Cameron, Chamberlain Capital, was present. <br /> Curtis stated the applicant is proposing to redevelop the property located at 10 Myrtlewood Road with a <br /> new single-family home. The property is located in the RR-1B District requiring minimums of 2.0 acres <br /> and 200 feet of width. The municipal boundary between Orono and Wayzata runs through the properly <br /> down towards the southern portion of the lot, which results in the property being divided into two <br /> separate parcels with separate PIDs. The Orono portion has 163 feet of width along Myrtlewood and 0.89 <br /> acre in area. One acre is the threshold for administrative approval of a non-conforming lot size in this <br /> zone. Therefore, in order to redevelop the property, lot width and lot area variances are required. <br /> The property is an existing lot of record. Because the portion of the property within the City of Orono is <br /> less than 1.0 acre, the minimum provisions for nonconforming lots of record within the City's Code have <br /> not been met, lot area and lot width variances are required to construct a new home on the property. The <br /> portion of the property that is located in Wayzata is not independently buildable but does bring the <br /> property over the 1.0 acre threshold. <br /> Staff finds practical difficulties exist to support redevelopment of this property, such as the substandard <br /> lot area and width,which are not the result of actions by the landowner. The new single-family home is <br /> reasonable and consistent with the Comprehensive Plan. The setbacks and structural coverage proposed <br /> meet the requirements of the zoning code. The owner intends to connect to city sewer, so the septic <br /> system is not an issue. Granting lot area and (ot width variances to redevelop this property are necessary <br /> and will not merely serve as a convenience to the applicant. <br /> The collective area of the property does not meet the intent of the administrative approvaL Therefore <br /> Staff recommends approval. Any and all engineering comments will be addressed by the applicant at the <br /> building permit stage. <br /> Page 1 of 37 <br />
