City Code 5ections: B-1; B-3; and B-5 <br /> Summary <br /> Recently a business owner approached the City with a request to operate what they described <br /> as a high end nail salon in an existing building in Navarre. "Barber Shops" and "Beauty Shops" <br /> are permitted uses within the B-1 Retail Saies Business District, the B-3 Shopping Center District, <br /> and B-5 Limited Neighbarhood Business District; however, currently there is no cfefinition <br /> outlining what services are included in a Barber Shop or Beauty Shop within the zoning code. <br /> Since the Code's inception the definition of the types af services provided in such <br /> establishments has likely expanded significantly; it would be appropriate to better define the <br /> parameters of the use at this time. <br /> Staff has done some preliminary research as a starting point far the Planning Commission's <br /> review, discussion and cr�ation of a definition ta include in the Code. Not having a definition of <br /> a particular use can be prob(ematic, although not unusual. While researching other cities' codes <br /> it was apparent that Orono is not the only City that permits yet doesn't specifically define barber <br /> shaps and beauty shops. <br /> Additionally there are many different names for beauty shop in other cities' codes: barbershop, <br /> beauty parlor, salon, cosmetology salon, salon spa, personal service establishment, etc. Since <br /> we are not proposing an amendment to the individual Districts at this time, staff felt that <br /> Planning Commission should consider a simple amendment to add the definition under the <br /> currently used term Barber Shops and Beauty Shops. <br /> Planning Commission shoufd consider the definitions below. The City Attorney advised that <br /> describing the permitted activities within the use (hair cutting and styling, manicures and <br /> pedicures, facials,etc) is clearer than defining the business itself. Staff felt that the definition of <br />
