The designer has provided what staff believes are reasonable estimates of the <br /> expected usage based on the intent of the applicants. This will require an ongoing maintenance <br /> contract with a licensed pumper. Staff concludes that this is a reasonable solution for this <br /> building given that: 1)the intended use is seasonal; 2)the site location is extremely remote from <br /> the existing on-site sewage treatment system serving the clubhouse facilities; and 3) the <br /> location is readily accessible for regular pumpouts as necessary. <br /> Need to Coordinate Stormwater Ponding and Septic Design Plans <br /> The proposed location and elevations of holding tanks appears to conflict with the proposed <br /> grading plan to create a stormwater pond adjacent to County Road 6. Before this application <br /> moves forward to Council, the applicants must coordinate these two designs with their engineer <br /> and septic site evaluator/designer and make whatever revisions are necessary to eliminate this <br /> conflict. <br /> Vegetation Replacement Plan Needed <br /> Driving westbound on County Road 6 from Ferndale Road to Brown Road the vegetation along <br /> the roadway renders the buildings on each side of the road virtually invisible. The proposed site <br /> plan and associated grading would appear to remove nearly all existing vegetation that might <br /> screen the new building from view. Staff would recommend that a robust revegetation plan be <br /> submitted and implemented as soon as possible after the building construction is finished to <br /> regain a level of screening that will hide this building from view. <br /> Issues for Consideration <br /> 1. Does the Planning Commission find that the addition of the proposed winter practice <br /> and training facility is appropriate? <br /> 2. Has the Planning Commission identified any additional issues or concerns which would <br /> require further review or implementation of mitigation measures as part of the <br /> conditional use permit? <br /> 3. Are there any other issues or concerns with this application? <br /> Staff Recommendation <br /> Planning Staff recommends approval of the conditional use permit allowing the construction <br /> and use of the winter practice and training facility as proposed conditioned up on the following: <br /> 1. The locations for the stormwater ponding area and the proposed septic tank locations <br /> shall be coordinated prior to placement on the City Council agenda for approval; <br /> 2. A revegetation plan screening the new building from Sixth Avenue shall be submitted <br /> prior to placement on the City Council agenda for approval; <br /> 3. Applicants shall maintain the septic system under a contract with a licensed pumper and <br /> annual pumping reports shall be submitted to the City; <br /> 4. All necessary permits by the Minnehaha Creek Watershed District shall be obtained; <br /> 5. All exterior lighting shall be held to Dark Sky lighting standards; <br /> 6. All necessary City construction permits must be obtained prior to the commencement of <br /> construction. <br />
