MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, November 23, 2015 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 20 of 41 <br /> <br />Levang noted they would still need to build a road at 20 feet width according to the fire chief. <br /> <br />McMillan noted the heavy traffic would still be going down Heritage Lane. <br /> <br />McMillan suggested the Council vote on the idea of an alternative temporary road. McMillan stated she <br />would like to get a consensus among the Council on whether Heritage Lane should be used for all <br />construction traffic. <br /> <br />Walsh stated the main question is whether the worker level traffic will go through 1700 Shoreline Drive, <br />which is either a yes or a no. <br /> <br />Printup stated he would support that. <br /> <br />McMillan and Levang stated they would not support that. <br /> <br />Cornick stated the City would have issues with enforcement and that he does not support it. <br /> <br />McMillan stated the Council appears to be okay with construction hours being restricted from 8:30 to <br />4:00. McMillan stated the next question is whether construction on Saturday should be included. <br /> <br />Walsh stated he would like to see no construction on Saturday. <br /> <br />McMillan stated she is fine with no Saturdays when the road is actually being built, but once that is built, <br />in her view it would be okay for house construction on Saturday since they are further down towards the <br />lake. McMillan noted the construction season is short and that it puts a big burden on the contractors. <br /> <br />Levang stated the sooner the construction is done, the better for everybody. Levang stated she can see <br />restricting construction on Saturdays when the road is being built but that it should be allowed once the <br />road is completed. <br /> <br />Walsh stated he is for no Saturday during the entire construction period and that there will probably be <br />more traffic when the homes are being built. <br /> <br />McMillan stated she is thinking more about the earth moving and building of retaining walls, which <br />would be nice if it did not happen on a Saturday. McMillan noted the City has not been that restrictive on <br />other projects. <br /> <br />Walsh stated it is due to the conditions on the roadway in this neighborhood. <br /> <br />Printup stated he is in agreement with prohibiting construction on Saturdays. <br /> <br />Levang stated she would rather have it done in three years than five and that the majority of the <br />construction traffic will get to the site and then stay there during the day. <br /> <br />McMillan noted there would be no restrictions on construction on Saturday if a house is torn down on <br />Heritage and rebuilt. McMillan stated as far as the construction of the houses is concerned, if the <br />contractor would like to paint the house on Saturday that would be okay. McMillan stated in her view it <br />involves too much enforcement and too difficult to do. McMillan stated it would also cut down on
