The Developer requests final plat <br />approval in order to finalize the project and proceed. The Developer has completed or has <br />agreed to complete all requirements established at preliminary approval in order to gain final plat <br />approval. <br />Issues for Consideration <br /> <br />1. Minnehaha Creek Watershed District approvals have not been received as of this writing, <br />and are not expected to be finalized until October 22 at the earliest. This delay is the <br />result of a request by the public that the MCWD board hold a hearing regarding the <br />required MCWD approvals. MCWD staff have recommended approval of the project. <br />City staff and City Engineer met with applicant, applicant’s engineer, and MCWD staff <br />on Friday October 9 and concluded that remaining stormwater management plan and <br />other engineering details can be finalized without affecting the final plat. <br /> <br />A point for Council discussion is that 9 of the 11 lots are required establish a raingarden <br />to accommodate a share of the overall development drainage. While the most likely <br />locations for these have been depicted on the stormwater plans, it is possible that their <br />locations will change once final house locations are chosen by individual owners. For <br />this reason, drainage easements for these individual rain gardens have not been added to <br />the plat drawings. Two options are presented for discussion: <br />
