I run. <br />familiar with the facts conatituting these offenses through personal <br />involvement and inspection and through a review of City record•, . • <br />which include reE)("lrta and documents prepared by Building Inspector <br />Thomu J. Jacobs and City Planner Al Olson. The defendant, Cort.an <br />G. Cloutier, ia the owner of residential property located at 2480 ·.· · <br />CUco Point Road, within the City of Orono. In May 1971 . the• datend~ <br />ant obtained a building permit to allow construction .of a single:"'.'.-.. <br />.. story boathouse on his property, estimated to cost approximately·:-• <br />$500.00. Later that year Mike Scheller, then building inepector, <br />visited the defendant's property, and, finding that a single-story . <br />. boath.-:>use approximately 18' x 34' had been completed, he concluded <br />that construction was finished. <br />. On or about March 26, 1980, Building Inspector Thomas ·J. · · <br />Jacobs received a report that construction was occurring on .defend---. <br />ant'• property. Mr. Jacobs visited the property and observed.:-that <br />the boathouse structure waa being renovated. By that. time, the : , <br />■tructure had been expanded to include a second story enclosed.·.: .. _ <br />room approximately 18' x 20'. Additional construct.ion wu· being:· <br />done on the remainder of the second stoey 1 it appeared that · a · <br />■creened porch wu being added.
