Existing hardcover in the 0-75' zone is 306 s.f. or 4.1%. Existin.g <br /> hardcover in the 75-250' zone is 8,011 s.f. or 44%. Applicants propose <br /> to remove all landscape beds lined with plastic or fabric on the property, <br /> resulting in 0-75' hardcover of 12 s.f. or 0.2% where no hardcover is <br /> allowed, and 5,777 s.f. or 31.7% in the 75-250' zone where only 25% <br /> hardcover is normally allowed. <br /> B. Planning Commission fmds that the removal of landscape bed hardcover <br /> is a significant reduction and brings the property closer to conformity with <br /> the City codes. <br /> C. The proposed addition meets the required side and lakeshore setbacks and <br /> does not encroach past the average lakeshore setback. <br /> D. Proposed lot coverage by structures will be 11.1%, significantly less than <br /> • the 15% structural coverage allowed by the zoning code. <br /> � E. An enclosed screen porch constructed over the existing deck without a <br /> permit should be subject to an after-the-fact building pernut and review of <br /> the construction by the inspection department to ensure code compliance. <br /> 4. The City Council has considered this application including the findings and <br /> recommendations of the Planning Commission, reports by City staff, comments <br /> by the applicants and the effect of the proposed variance on the health, safety and <br /> welfare of the community. . <br /> 5. The City Council fmds that the conditions existing on this property are peculiar <br /> to it and do not apply generally to other property in this zoning district; that <br /> granting the variance would not adversely affect traffic conditions, light, air nor <br /> pose a fire hazard or other danger to neighboring property; would not merely <br /> serve as a convenience to the applicants, but is necessary to alleviate a <br /> demonstrable hardship or difficulty; is necessary to preserve a substantial properry <br /> right of the applicants; and would be in keeping with the spirit and intent of the <br /> Zoning Code and Comprehensive Plan of the City. <br /> • Page 2 of 6 <br /> . <br />
