C�t� of ORONO <br /> d <br /> • _ <br /> RESOLUTION OF THE CITY COUNCIL <br /> �`�:;°',!•� � NO. 15 2�5 <br /> � :;', , <br /> � _ � '�': ADJUSTING SEWER BILLING UNITS FOR <br /> FOR COLLECTION IN 1983 AND 1984 <br /> WHEREAS, pursuant to Municipal Code Section 25.810 , the City Council <br /> establishes and regulates rates and charges for the collection and treatment of <br /> sanitary sewage from properties connected to the City' s sanitary sewer system; <br /> and � � <br /> WHEREAS, the a-ccounting system of the City for the determination of the <br /> amount to be collected from each user is based on one or more "units" of service <br /> provided; a�nd <br /> WHEREAS, it is the intention of the City Council to apportion the cost of <br /> operating and maintaining the City sewage collection system in as fair and <br /> equitable a manner as possible based upon a . reasonable determination of each <br /> property' s actual use of the system. <br /> NOW, THEREFORE BE ITRESOLVEDby the City Council of the City of Orono , as <br /> follows: <br /> � �' 1 . Sewer & Water "assessment units" are calculated for purposes of <br /> determining potentialor ultimate servicerequirements and hence system <br /> design capacity and/or apportionment of system construction or <br /> availability costs. Henceforth, and unless otherwise directed , �. <br /> determination of "assessment uni'ts" shall be based upon the standard � � <br /> Sewer Availability Charge (SAC) formula of the Metropolitan Waste • � <br /> Control Commission. <br /> 2. . Each sewer "billing unit" shall constitute 1�0, 000 gallons of sewage <br /> flow per year . Flows less than 100,�00 gallons per year shall be billed a <br /> minimum rate of one "billing unit" . Flows in excess of 10� , 000 gallons <br /> per year shall have the number of "billing units" rounded up to the next <br /> even whole number of "billing units" . "Billing units" shall not be <br /> charged except in whole numbers, <br /> 3 . Residential "billing units" shall be determined according to the <br /> Metropolitan Waste Control Commission SAC formula, as follows: <br /> a) Each separate dwelling unit shall constitute one (1) "billing unit" . <br /> b) Each duplex dwelling shall constitute two (2) "billing units" . <br /> c) Each multiple dwelling with three (3) or more dwelling units in one <br /> building all connected at one service location shall have the total <br /> number of "billing units" determined by multiplying 0. 8 times the number <br /> of dwelling units and rounding up to the next whole number . <br /> 4. Mixed residential and commercial use buildings shall have the number of <br /> "billing units" determined by adding the separately calculated number of <br /> residential and commercial "billing units" and roundinq up to the next <br /> whole number . <br />
