Minutes <br /> City Council Work Session <br /> y Monday, April 13, 2026, 5:00 PM <br /> F(1kfSHov-�'G City Council Chambers 12780 Kelley Parkway, Orono, MN 55356 <br /> ROLL CALL <br /> Council members present: Mayor Bob Tunheim, Alisa Benson, Jacqueline Ricks, Jon Schwingler, <br /> Steve Persian. <br /> Staff present: Community Development Director Laura Oakden, Planner Melanie Curtis, City <br /> Attorney Soren Mattick, City Clerk Christine Lusian <br /> CODE ENFORCEMENT <br /> The City Council held a work session to review the city's complaint-based code enforcement <br /> process,which focuses on voluntary compliance. About 80-90 cases are handled each year, with <br /> more complex issues (like unsafe properties or stalled construction)taking the longest to resolve, <br /> especially as legal timelines have increased. Council members discussed ideas with staff about <br /> communication with complainants and the timelines for compliance. <br /> The Council provided direction to staff to update complaint submission emails by including clear <br /> information about the process, expected timelines, and next steps, and to explore additional status <br /> update notification emails in order to improve transparency by giving clearer upfront expectations <br /> and better updates to residents when complaints are submitted and resolved. <br /> ADJOURNMENT <br /> Work session ended at 5:50 pm. <br /> ATTEST- CITY COUNCIL <br /> ti?-2---.---- <br /> Christine L , City Clerk Bob Tunheim, Mayor <br />
