A 19½x16' screen porch is to be installed <br />over an existing deck some 31. 5 s. f. or additional hardcover extends closer to shoreline elevation <br />at northeast corner of screen porch. Review Exhibits G and I, an L-shape deck addition is <br />proposed along the south side of the remaining deck and new screen porch structure with an <br />attached 20'x26' pool and deck structure to the south to be placed adjacent to the cement patio <br />area (slab of former garage). <br />Review Exhibit G, the new hardcover improvements within the 0-75' setback are 31.5 <br />s. f. of screen porch addition, 320 s. f. of pool/ deck addition and 162 s. f. of new deck. Staff has <br />also designated the 50' street setback and 100' structural setback defining the limited building <br />envelope of the property. <br />Description of Hardships, Unique Findings and Practical Difficulties <br />Review Exhibit A, applicants note the following: <br />1. 4.9 acre parcel has been reduced to less than a 1-acre dry buildable envelope. <br />2. The new 100' setback for recreational development lakes place severe restrictions <br />on the building envelope making existing structures nonconforming. <br />3. Current septic system has been found to meet the 3' separation required by new <br />Shoreland Regulations and Septic Code. <br />4. Placement on the marsh area requires some form of protection for outdoor living <br />thus the need for a screen porch. <br />5. The majority of the dry buildable area at least two-thirds is located within the 0- <br />75' setback area. <br />Staff would add the following after completing the review: <br />6. Structural setbacks defined on Exhibit G would classify the property as <br />unbuildable if open for new development.
