MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, October 17, 2016 <br />6:30 o'clock p.m. <br />6. #16-3872 REVISION, LLC, ON BEHALF OF TIMOTHY AND AMY SULLIVAN, 440 <br />BROWN ROAD SOUTH, VARIANCE, 6:50 P.M. -6:55 P.M. <br />Alex Lang with Revision, LLC, and Timothy and Amy Sullivan, Applicants, were present. <br />Curtis stated the applicants are the new owners of the property and wish to construct a 1,200 square foot <br />detached accessory building which will resemble a barn in appearance. The building is proposed to be set <br />back approximately 175 feet from the front lot line. The home is set back approximately 220 feet. All <br />other setbacks and zoning requirements will be met. Due to the location of the building to the hou se, a <br />setback variance is required. <br />The two and a half acre property is allowed to have a maximum accessory s tructure of 1,200 square feet. <br />Overs ized accessory structure covenants would be required. <br />The building official has completed hi s review of the septic system for this project and has also requested <br />additional infonnation from the applicants to make hi s final detennination. His comments have been <br />included in the Planning Commission packet. Any outstanding septic issues must be resolved prior to <br />iss uance of the building pennit. <br />Staff has provided an analysis of the practical difficulties within the Staff report. The applicant h as <br />completed the practical difficulties analysis fonn and the Planning Commission may ask for additional <br />testimony regarding thi s application or di scuss the practical diffic ulty criteria. <br />Staff finds that the location of the existing home, septic s ites, and wetland/pond on th e property make <br />locating a confonning accessory s tructure, particularly an OAS in the size as pennitted, difficult. T he <br />impact of a 1,200 square foot two-story barn will be mitigated by both the existing wooded areas and the <br />separation between the barn building and the homes on adjacent properties. <br />No public comments have been received regarding thi s application. <br />Planning Staff recommends approval of the variance subject to the property owners agreeing with the <br />oversize accessory covenants.
