MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD JULY 27, 1987 <br />I.MCD REPORT CONTINUED <br />It was moved by Mayor Grabek, seconded by Counci.lmember <br />Goetten, that the Council express its f.:elings and <br />concerns in relationship to the 1988 LMCD Budget and <br />direct staff to include in budget considerations the <br />full assessment for the 1988 Budget. Council further <br />directs their representative to undertake the <br />recommendation in the budget specifically as they relate <br />to the contingency amount and Public Informatior. <br />program. Motion, Ayes 5, Nays U. <br />Metropolitan Waste Control Commission Representative <br />Jo Ellen Burr presented a map of the area of untreated <br />sewage flowing into the river due to the pipe break <br />during the July 23rd storm. Repair of the pipe will <br />take approximately ten days noting that this is a <br />critical disaster. <br />PUBLIC COMMENTS There were n-^ comments from the public. <br />ZONING ADMINISTRATOR'S REPORT: <br />#958 VOYAGEUR SERVICE CENTER INC. <br />2420 SHADYWOOD ROAD <br />CONDITIONAL USE PERMIT/VARIANCES/ <br />COMMERCIAL SITE PLAN REV I IW <br />RESOLUTION #2229 <br />Present for this matter were: owner/Applicant Erwin <br />Smith, Partner John O'Sullivan, and Architect Jack <br />Welch. <br />City Administrator Bernhardson explained the proposed <br />three additiins to the existing full service station <br />building: <br />1. A carwash 16' x 45141" (725.44 s.f. ) to the rear <br />of the lot. <br />2. A convenience store 43' x 6' (2,580 s.f.) <br />3. A 26' x 26' canopy angle (3,150 s.f.) and <br />relocation of pretroleum tanks and pump island. <br />The proposed usage requires variances for right and left <br />street setbacks principally beca ise of the canopy. <br />Staff has recommended closing off the two accesses <br />closest to the intorsc ction, however, Hennepin Co.jity <br />states that the traffic patterns and volumes do not <br />appear to support_ the closing of the accesses. <br />Applicant has agreed that if accidents occur because of <br />improper use of thece accesses or future improvements, <br />they would agree to cluse the accesses. Another issue <br />is the three parking stalls short of the required 26 <br />parking stalls. Tht re is a finding in the drafted <br />resolution that given partial credit to the parking <br />stall shortage from the short term parking under canopy <br />and the additional stalls available within repair <br />garage. <br />ki <br />
