CITY OF ORONO, MINNESOTy <br />MINUTES OF A PLANNING COMMISSION MEETING HELD MARCH 27, 1978 <br />The Orono Planning Co -mission met on the above <br />date with the following membtrs present: <br />Commissioners Hassel, Frahm, Wilson and Chair- <br />woman McDonald. Commissioner Hurr, Ha-nmerel <br />and Hannah were absent. Also present was Zonine <br />Administrator Hank Muhich, Mayor Brad Van Nust <br />and Councilman Norm Paurus. <br />Tim Adams, developer for the project, was present. <br />The Zoning Administrator referred to the crass <br />sections of the road which had been submitted <br />by Mr. Adams, and informed the Commission that <br />Jim Olson, City Engineer, had called him earlier <br />that evening and was in agreement with all the <br />provisions except the details on Exhibit T <br />which did not note sufficient ditches. He also <br />referred to the March 17, 1978 memo from Al <br />Olson which was in reply to the Planning Com- <br />mission's request for direction on certain <br />policies f ron the Cou. r ` l . He informed the <br />Commission t it Mr. Ae •-s had submitted his revised <br />plans on Thursday, Marc.-'`.3, 1978. <br />Chairperson McDonald refvt : ed to Item #4 of <br />Al Olson's memo and questioned if private ease- <br />ments, on -site acceptability, legal document <br />language or provisions necessary i.- implement <br />policy are technical matters and .nould be <br />determined by staff as indicated ;n the memo. <br />Tim Adams stated the private easemients indicated <br />can these plans were no. part of the original <br />plat, adding that his attorney and ,e Citv <br />Attorney have worked on an agreenk z in an <br />attempt to preserve pedestrian circulatioLa <br />without raising the question of the water <br />issue. <br />Commissioner Hassel asked if the pasture ated <br />conservation easement would be public and could <br />be used by the owners of another lot with the <br />understanding this property would be a Link <br />to the lake. <br />Manor Van ;hest replied the limits on the, con- <br />servation ease -sent only prevent the owner freer <br />building, filling, t-tc., but allows the City <br />*tic- right to use the easement for storm water <br />drainage. <br />ATTc';DAN�:E-, 3.. ,. <br />T IM ADAMS <br />FARM AT LONG LAKE <br />820 BROWN ROAD SOUTH <br />SUBDIVISION (FINAL) <br />a317 <br />Craznntisssir.tner Frahm noted the pedestrian easement <br />,'-,es not ,give the people the right to go to the <br />,ake. but only the right to go up to the "sauent. <br />
