Dennis Platteter - 809 Brown Road North <br />Variance - Stable Setback Variance 6 Conditional Use Permit for Horses <br />Page 2 <br />PLANNING COMMISSION - February 27, 1978 #357 <br />The Platteters were present. <br />The Planning Commission reviewed the proposal. They addressed the proposed <br />setback of 90 ft. from the Lawrence property. Mr. Platteter explained that <br />the topography of the land somewhat dictated this location to eliminate <br />the possibility of waste runoff directly into Dickey's Lake. He also <br />requested a 5 ft. extension in the proposed length of the stable from <br />the projected 55 ft. to 60 ft. - the barn components come in modulars <br />of 4 ft. <br />The Planning Commission expressed extreme concern for securiLJ for protection <br />against property damage on neighbor's property. <br />The Platteters ensured the Commission that proper fencing would be <br />erected to provide for that protection. <br />The Planning Commission also addressed the variance of two animal units <br />over and above the permitted number of 5 horses. <br />The Planning Commission recommended approval of the varf.ances necessary <br />for the stable size and location and approval of the conditional use <br />permit, for five horses only (no variance for 7 horses) conditioned on <br />compulsory review for renewal of permit if complaints of violation <br />are registered. <br />STAFF - March 6, 1978 for Council March 16. 1978 <br />The Planning Commission recommended approval of this variance and <br />conditional use permit conditioned only upon review if complaints are <br />received. Because of my personal experiences with this property, I <br />would like to suggest the following additional conditions: <br />1) The erection of fencing acceptable to the Zoning Administrator, <br />to protect neighboring properties prior to issuance of a building <br />permit. <br />2) That the entire properry be used for pasturage, or the pasturage <br />rotated, so as not In confine the animals to a small area, especially <br />not the area to the front of the lot. <br />3) That the property be kept clean of manure buildup, particularly at <br />spring melt. <br />4) That the h:~rses be properly fed and cared for at all times. <br />5) That the Council consider regulations on the use of electric fencing <br />within the City. <br />COUNCIL MEETING - March 16, 1978 <br />Approved variance and conditional use permit subject to review upon <br />receipt of complaints, upon evidence of runoff pollution to Dickeys Lake, <br />
