MINUTES OF A Pl.*vNING COMdISSION MEETING HEIR APRIL 4, 1977 - PAGE S <br />The Cmmission was also concerned about the proposed dredging. <br />Applicants were requested to submit certification of approval <br />f)r the dredging, seawall and riprap from John James, the <br />owner of the lagoon. <br />A public hearing was scheduled for Monday, May 2, 1977, <br />at 7:30 p.m. <br />Work session only. Mr. Lobben from Hennepin County Vo- <br />Tech Schools was present and the Planning Commission <br />reviewed the application with him. Mr. Lobben assured <br />the Commission that this application was a separate <br />matter from the Vo-Tech proposal. This is the same <br />basic application as approved last year. Only difference <br />is proposed new access off County Road 16 which appears <br />to have been in existence for many years. Mr. Lobben <br />stated that this access would be used by a couple of <br />pick up trucks only. The Commission was concerned about <br />this new access and the potential use it could provide <br />to the Medina area. <br />Mr. Lobben informed the Commission that Vo-Tech was con- <br />sidering using the old barn in Medina for storage of <br />farm equipment. No access would be necessary from City <br />or County roads as these vehicles would travel back and <br />forth over the farmland between Medina and Orono. Clark <br />Engineering is researching the possibility of providing <br />a bridge over the creek for this purpose. <br />Work session ,,-mly. After reviewing this applicatioi, <br />the Planning Commission suggested replacement of dead <br />trees with larger trees and the planting of vines. Also <br />require larger trees on any new planning. Applicant <br />would be required to submit professional landscape plan <br />indicating size and species of trees and bushes. <br />Commission determined professional planner is necessary <br />for the new building plan proposal. They also felt <br />professional landscaper may be able to suggest trees <br />for this type of soil to alleviate the current problem <br />with the trees dying. <br />A public hearing is scheduled for Monday, April 18, <br />19770 at 7:45 p.m. <br />James Hawley was present. He stated that he received <br />prior approval from the Planning Commission and Council <br />for a building permit. This approval was based on the <br />assumption that this property contained 2 full acres. <br />Now it appears that there are not two acres.
