A separate but related issue is whether or not Council would support developing this property <br />with sewer, regardless whether it is rezoned. A third topic for discussion is whether Council believes <br />the site has unique characteristics that support development via Planned Residential Development <br />(PRD). <br />Staff has suggested this might be a potential site for mitigating some of the Long Lake housing that will <br />be eliminated by the Highway 12 bypass (See Exhibit A). <br />Planning Commission reviewed this sketch plan at their May meeting. Applicant was provided with <br />only minimal direction because Planning Commission felt that the primary issues of rezoning and <br />development with sewer were better addressed at the Council level. <br />Please review the Staff memo and exhibits of 5/12/99 for information about the site and applicants' <br />proposed development. <br />COUNCIL ACTION REQUESTED <br />Review the above noted topics and provide applicant with direction as to whether a PRD is feasible, <br />whether the site might be developed with sewer, and whether a rezoning will have any support. <br />Applicant has been advised that a formal rezoning application with public hearing and neighborhood <br />notification may be the most appropriate method of determining whether rezoning is feasible.
