CMP Part 4A. Transportation Plan <br />The Hennepin County Department of Transportation has jurisdiction over <br />the only Minor Arterial designated in the Plan, the County Road 6 - <br />McCulley Road -County Road 19 system. It is anticipated that Hennepin <br />County will assume jurisdiction in the future over the City-built Ring <br />Route link (McCulley Road) between County Road 19 and County Road 6. <br />Hennepin County has jurisdiction over most of the designated Scenic <br />Parkways, which is appropriate in that these roads serve as access to Lake <br />Minnetonka and to County maintained landings for many County residents <br />who do not reside in Orono. The City has jurisdiction over those Scenic <br />Parkways that are away from the immediate lakeshore, including the access <br />road to the Orono Golf Course <br />The City has appropriate jurisdiction of most of the Collector and all of the <br />local streets which serve all Orono residents. Certain key street segments <br />have been designated for Municipal State Aid construction assistance, as <br />shown in Table 4A-3 and Map 4A-3. <br />Finally, individual property owners have appropriate private jurisdiction <br />over those Private Roads serving only their individual properties <br />The Hennepin County Transportation Systems Plan identifies a <br />number of possible future changes to roadway jurisdiction. The <br />potential changes affecting Orono include: <br />-Conversion of the following City roads to County jurisdiction: <br />Townline Road; <br />McCulley <br />Old Crystal Bay Road from Fox Street to County Road 6 <br />-Conversion of the following County roads to City jurisdiction: <br />Brown Road (CR 146) from U.S. 12 to CR 51 <br />Tonkawa Road (CR 135) <br />North Arm Drive/West Branch Rd (CR 151) <br />Bayside Road/Leaf Street/Fox Street (CR 84) from Old <br />Crystal Bay Road to CR 19. <br />-Conversion of existing U.S. 12 from Mn/DOT to County jurisdiction <br />The City of Orono has currently taken no official position regarding the <br />majority of these potential future changes. <br />City of Orono Community Management Plan <br />September 2000 <br />Page 4A-28
