Layout <br />The proposed layout of the property would be to have two lots with direct access to Brown Road. <br />The layout will be the 2-lot general layout that existed prior to the lot combination. <br />Planning Commission Action Requested <br />A sketch plan does not require an official action. Applicants should be advised of the Planning <br />Commission's position on creating a sub-standard lot. <br />Applicants should be given a position on the following issues for discussion: <br />1. Creation of a lot not meeting the minimum requirements for the zoning district. A change to <br />this policy would be in conflict with the Comprehensive Plan, Zoning Ordinance, and the long term <br />policy of the City of Orono to protect rural areas. <br />2. The Land Use Plan designation of properties in the rural area with sewer service. The <br />Comprehensive Plan states the provision of sewer does not change the rural character of the non- <br />urban areas of the City. <br />3. Does the City of Orono want to change the long standing policy regarding the combination of <br />substandard lots? <br />Neighborhood Petition <br />The applicants have provided a petition signed by a number of surrounding property owners. The <br />petition is attached as Exhibit I. <br />Staff has received one call from a concerned property owner in the area that they had received <br />information that the property may be available for a future town house development. Staff advised <br />the neighbor the zoning of the property would not permit a town house development. The caller also <br />stated they were not in favor of the development that would create a second building site. <br />4
