MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />SEPTEMBER 18, 2000 <br />site being available for Lot 2. Weinberger noted Dickey Lake has been classified as a Natural <br />Environment Lake and requires a 150 foot setback for structure and hardcover. <br />Weinberger stated benefits from the lot line rearrangement result in Lot l being able to meet <br />the 200 foot minimum frontage along Brown Road, which it currently does not, and also <br />maintain the two acre density on the rear property. <br />City Staff is recommending approval of the lot line rearrangement as proposed subject to the <br />following conditions: <br />1. Applicant shall dedicate drainage and utility easement ten feet along exterior property <br />lines and five feet along interior property lines. <br />2. Applicant shall provide to the City any documentation relating to easements on both <br />properties. <br />3. Prior to City Council review three original copies of the survey completed by a licensed <br />surveyor in the State of Minnesota shall be submitted, with signature blocks. <br />4. Drainage easement shall be recorded for the property below the 985.5 feet OHWL of <br />Dickey Lake and over City protected wetlands. <br />5. Prior to Council review a title opinion addressed to the City shall be submitted by the <br />property owners. <br />6. Accessory buildings shall be relocated to conform with Zoning Standards. <br />Stickney stated the lot line rearrangement allows for the small lot to be made slightly bigger and <br />to be oriented in the right direction. Stickney noted the creek provides a natural buffer between <br />the two lots, with the lot line rearrangement enabling the properties to achieve the proper <br />setbacks. <br />Connie Gray, 819 Brown Road North, inquired whether any of Orono's Ordinances would <br />PAGE 17
