Platteter Subdivision Proposal, Dickey Lake <br />{27-161W), City of Orono, Hennepin County <br />Dear Ms. Mabusth: <br />We have reviewed the site plans (received August 18, 1995) for the <br />above-referenced subdivision at 809 North Brown Road {City #2053, <br />Section 27, T118N, R23W) and have the following comments to offer: <br />1. Dickey Lake {27-161W) is on the property. Any activity below <br />the ordinary high water {OHW) elevation of 986. 82' {NGVD, <br />1929), which alters the course, current or cross-section of <br />Dickey Lake, is under the jurisdiction of the DNR and may <br />require a DNR permit. The applicant and plans should inform <br />prospective lot buyers that the DNR, Army Corps of Engineers <br />Minnehaha Creek Watershed District and the City Minnetrista <br />have jurisdiction over Dickey Lake. <br />2. Dickey Lake has a 100-year floodplain. The Minnehaha Creek <br />Watershed District should be consulted to ensure that each of <br />the lots will having a building site that is above the 100- <br />year floodplain elevation of Dickey Lake. All the work that <br />is done on these lots must comply with applicable floodplain <br />regulations of both the city and the Minnehaha Creek Watershed <br />District. <br />3. Dickey Lake has a shoreland classification of Natural <br />Environment. The shoreland district of Dickey Lake extends <br />1000 feet from the OHW. The proposed lots must be consistent <br />with City shoreland management regulations. In particular : <br />a. Each lot must have a building site and, if they are <br />unsewered, sites for two on-site septic systems, that are <br />located outside of the 150' setback from the OHW of <br />Dickey Lake. <br />b. Lotbuyers should be encouraged to screen future <br />structures from view from Dickey Lake using topography, <br />existing vegetation, color, and other means approved by <br />AN EQUAL OPPORTUN ITY EMPLOYER
