First of all. those of you who have worked with me in the past know <br />that I have some philosophical reservations about communities that insist upon <br />perpetuating inconsistencies between their zoning ordinance and :ornprehensive plan. If <br />an applicant were to come to the City of Orono after these ordinances were adopted <br />and apply for a Planned Unit Development to include a commercial center twit met of <br />exceeded all of the standards set forth in these ordinances, it should he approved. In <br />other words, you should not feel that you will have the discretion to deny rezoning <br />applications because they are "too dense" or "too urban", prcvided that they are <br />reasonably consistent with the adopted Comprehensive Plan alternatives. To deny such <br />an applicant you would need to cite specific findings of inconsistency with the Highway <br />12 Corridor Study. <br />If the City really feels that a commercial center should not be developed in this area, <br />even if the developer follows the procedure correctly and the plans meet or exceed all <br />of the new standards, then the Comprehensive Plan really sliould he amended. <br />
