MEMORANDUM <br />DATE: 28 July 1988 <br />TO Planning Commission and Staff, City of Orono <br />FROM: John Shardlow, Dahlvien, Shardlow, and Uban, Inc. <br />RE: Transmittal of Revi: ed Drafts- Special Minimum Requirements for Rezoning <br />in the Highway 12 Corridor S!udy Area, the Planned Unit Development <br />Ordinance, and the B-6 Highway Commercial Distrir )rdinance <br />Revised copies of the above noted ordinances are attached for your review. I have <br />summarized below the changes that have been made in each of these drafts following <br />our discussion. This memo concludes with some general comments and concerns for your <br />consideration. <br />Special Minimum Requirements for Rezoning in the ii'h%Na 12 Corridor Stu& Area <br />This stction remains essentially as presented and discussed at the previous meeting. <br />However, 1 have added some additional language under "D. Stormwater Management" to <br />address the concerr for protecting the quality of runoff from development sites. as well <br />as quantity of storniw ;�:rr storage capacity. <br />Y,.►Qyllopment Ordinance <br />Revisions and/or changes in Section 10-E have been slightly modified. 'There was <br />concern about the need for a definition of the term "minor changes" expressed at the <br />meeting. I offer the following draft language for your review and consideration: <br />Minor Changes - Requests for administrative approval of changes to approved <br />development plans shall be allowed only if the Zoning Administrator finds that <br />said changes are limited to slight adjustments that are deemed necessary due to <br />detailed engineering or surveying analysis, not available at the time of plan <br />approval. Under no circumstances shall such changes be approved if they would <br />result in any material effect on adjacent properties or the City of Orono. <br />
