i' y �42186.2 <br />I\� <br />TO: Mayor and City Council <br />�, rl <br />FROM: Mark Bernhardson, City Administrator <br />DATE: August 21, 1986 Iv nt- <br />SUBJECT: Noerenberg Park Parking Plan <br />At the July 28, 1986 meeting, the parking plan proposed by the <br />Park Reserve District was presented. At that meeting, the <br />Council felt that the plan revised from the original. to reduce <br />parking from 50 to 26 spaces did not meet the Council's <br />objectives. Subsequent to that, the Park Reserve District has <br />submitted two other alternatives. These are noted in the <br />attached diagrams. The hardcover of the original play. was 30,CG0 <br />s.f. These alternatives reduce it to under 25,000 s.f. <br />Alternative 1 - This alternative is taking the minimum parking <br />plan w.4_th no turn-arounds indicating the area for a proposed <br />expansion from 25 to 50 cars in the future. The area proposed <br />for expansion would now be used as the grass covered area for <br />overflow parkin;. <br />Alternative 2 - Alternative 2 is a re0uction from the original <br />plan by eliminating the bus turn -around and shrinking the sizs of <br />the parking Lot. For over -flow parking io this plan, therc would <br />be mountable: curbs for people just driving up on the grass in the <br />proposed expar,sion area. Futare expansion would provide for <br />minimum disruption o. growing plants if it is ever needed and <br />authorized. <br />hardcover - Based on the size of thQ arcs, the total amount of <br />al lcwed^hardcover in the 2`:0-500' zone would be about 105,000 <br />square feet. Either of the two alternatives plus 16,500 feet in <br />other hardcover in that zone would total about 42,000 square feet <br />in total. This would represent shout 401 of their allowed <br />harcover. The ieason for the design width is to allow for the <br />required fire truck turn -around for this facility. <br />Parking Lot Surface - The Fark PeFerve District has explrred the <br />issue of alternative paving means to asphalt. Based on the <br />potential year around use of the F.arking lot, ever �)uqh minimal <br />in the wirter time, would not all w grass lave, for the main <br />part of the park inq lot.
