Applicant cannot be expected to install on-site septic systems (main residence and <br />accessory structure) during the construction season of 1995 if sewer extension is <br />approved by City and project ordered in 1996. What is a reasonable deadline for <br />installation of septic should Comprehensive Plan process fail '95/'96? Should all <br />use of studio apartment or other units cease until sewer issue is resolved? <br />2. Applicant should be placed on notice that additional residential units will be <br />assessed for sewer. It is not clear as to how each of these units will be assessed <br />but this will be a consideration during the assessment hearings for sewer. <br />3. Other issues raised by Planning Commission. <br />Staff Addendum <br />The applicant will file an amended conditional use permit involving an earlier application dealing <br />with repairs to the retaining wall at entrance door to a tunnel that provides access to the lower <br />level of the green house. It appears that a tree has been removed in the 0-75' setback area and <br />that applicant proposes removal of all earth that surrounds the tunnel for purpose of <br />waterproofing. These land alterations will occur in the 0-75' setback area. This was never <br />made clear to the City in the original application information submitted with the conditional use <br />permit application. <br />Planning Commission Recommendation <br />To approve conditional use permit requesting a studio apartment within the oversized accessory <br />structure that will contain a total of six bedrooms, subject to the following conditions: <br />ch <br />1. Applicant to obtain a building permit to permit the installation of the studio <br />apartment within the upper level of the oversized accessory structure. <br />2. Deadline date for on-site septic installation should sewer petition fail. Should use <br />of accessory residential units cease until an approved sanitary disposal system is <br />installed on property?
