The Council further fmds that a number of hardships to the property support the <br /> granting of this variance, including: <br /> a. The location of the wooded hill west of the proposed house site, which <br /> would be negatively impacted by relocation of the house site in order to <br /> meet hardcover requirements. <br /> . b. The long, narrow nature of the lot coupled with the City's hardcover <br /> ordinance with its hardcover zones, severely limits the ability to fully <br /> utilize all hardcover which this 1.85 acre parcel might otherwise be <br /> allowed. <br /> c. Re-use of the existing site building pad will reduce impact of the new <br /> construction. <br /> • d. The applicant has submitted a revised proposal that would result in a 75- <br /> 250' hardcover level of 29.78% which is a substantial reduction from the <br /> existing residence hardcover level. <br /> 5. The City Council has considered this application including the findings and <br /> recommendations of the Planning Commission, reports by City staff, comments <br /> by the applicant and the effect of the proposed variance on the health, safety and <br /> welfare of the community. <br /> 6. The City Council finds that the conditions existing on this property are peculiar <br /> to it and do not apply generally to other property in this zoning district; that <br /> granting the variance would not adversely affect traffic conditions, light, air nor � <br /> pose a fire hazard or other danger to neighboring property; would not merely <br /> serve as a convenience to the applicant, but is necessary to alleviate a <br /> demonstrable hardship or difficulty; is necessary to, preserve a substantial <br /> property right of the applicant; and would be in keeping with the spirit and <br /> intent of the Zoning Code and Comprehensive Plan of the City. <br /> • Page 3 of 6 <br />
