The applicant failed to proceed with the <br />installation of the wall because the variations in height would <br />impact the integrity of the design and landscape theme for this <br />odd -shaped property. <br />Review of Current Application - <br />Please review Fxhittit G, the revised plan requests approval <br />of a 4' high sepentine wal l installed per current site plan. The <br />applicant's architect has presented several hardships and <br />concerns that the owner has now that she has lived in the <br />residence for over 4 years. Briefly, they are noted as follows: <br />1. Rea%,y traffic on County Road 15. This appears to be the <br />only residence located directly on tte corner and security <br />becomes a major concern. <br />2. The site is low and there is no bank to discourage <br />people from walking onto property. There Lave been instances <br />where owner has been disrupted at odd hours of the night from <br />persons with car problems on within this vicinity cf County Road <br />15 and Prrcketts Point Road. <br />3. The street lamp illuminates the entire corner and the <br />applicant's residence. Natural plantings have beer ir.sta 1 led to <br />provide screening from the headlights and the adjacent lights of <br />the street. The problem is that there is no physical structure <br />to prevent peop l f, f ron, walking from the road onto the property. <br />Tht applicant proposes the installation of a 4' high <br />serpentine wall running 280' along the north property line, <br />County Road 15 property line, Rracketts Point Road and the south <br />property line, per Fxhibit G. Onre agair. the new proposal does <br />not create a vision or sighting problem for ary of the public <br />using the adjacent roadways. The City has received no negative <br />comments from the adjacer:t neight,ors norified of the var iarce <br />Application. <br />Options of Action - <br />Denial - please refer to the necessary findings ire Section <br />10.08, suhd. 3, also as amended in Ordinance 24, Second Series, <br />7/14/86. <br />Approval - based on the hardships and findings noted above. <br />Approval is subject to the condition that the applicant obtain a <br />taui lding permit prior to the installation of the 8' wide <br />serpentine retaining wall. <br />
