Zoning Files #1866, 1867, 1868 <br />October 4, 1993 <br />Page 3 <br />Planning Commission Recommendation -The Planning Commission recommended <br />unanimous approval of the lakeshore setback and hardcover variances for the proposed <br />access stairs and lakeside deck and replacement of stone steps within the 0-75' setback <br />area, subject to the condition that the deck shall be used only for the storage of dock <br />sections and placement of irrigation structure and shall never be used for recreation or <br />entertainment. The enclosed approval resolution has been drafted per the Planning <br />Commission's recommendation. <br />C. #1868 -The applicants have filed a conditional use permit to allow the continued use of <br />the detached guest house structure. The applicants propose no improvements to <br />structure. The unit consists of a guest house, upper level caretaker apartment, lower <br />level garages and greenhouse addition totaling 5,478 s.f. in area. To be consistent with <br />other reviews, application must also include approval of a variance for an oversized <br />accessory structure. A maximum of 3,000 s.f. in area is allowed for an oversized <br />accessory structure. <br />ch <br />Members were concerned that if a conditional use permit is approved for this unit would <br />the findings of the interim ordinance have an impact on the final upgrade of the septic <br />system. As Bracketts Point has been cited as one of the hot spots, it would certainly be <br />to the applicants' advantage to know the status of potential sewer to this property before <br />thousands of dollars were invested in the upgrade of septic facilities. <br />Staff advised the Planning Commission that at the time of the issuance of a building <br />permit the applicants provided the City with a letter agreeing to install a new septic <br />system prior to the issuance of a certificate of occupancy to restored principal structure. <br />Planning Commission Recommendation -The Planning Commission recommended <br />unanimous approval of the conditional use permit for the guest house with caretaker <br />apartment and a variance for structure that exceeded the allowed area for an oversized <br />accessory structure. The enclosed approval resolution has been drafted per the Planning <br />Commission's recommendation.
