The nature of the structure and the existing setbacks suggests that this property would <br />never be subdivided to allow structure to remain as a principal structure. As Weckman's memo <br />notes, septic system need not be upgraded until 1995 or sooner if future repairs require a <br />building permit from the City. <br />Staff Recommendation <br />While major construction is underway, the building and surrounding property has been <br />placed under special security. Staff has asked Kraus-Anderson to arrange for scheduled <br />inspections for Planning Commission members and the Council representative to the September <br />20th meeting. It will be impossible for members to obtain access to the interior of the main <br />house without scheduling a special time for your inspection. Please contact staff if you are <br />unable to make the scheduled inspection for Planning Commission member. <br />To recommend approval of a conditional use permit for the existing guest house/caretaker <br />apartment unit for the property located at 1400 Brackett's Point Road finding there is adequate <br />area to support a second residential unit and that structure is to continue to be for the sole use <br />of the occupants of the principal building, including their domestic employees or their non- <br />paying guests. Applicant is also placed on notice that as structure is located within a <br />substandard setback that any major structural repairs or expansion of this structure in the 30' <br />required side yard setback will require further review by the City. <br />lsv
