Date: March 9, 2026 Item: 8 <br />Presenter: Jimmy Nelson <br />Section: Consent Agenda <br /> <br />Title: Replace Capital Equipment - South Water Plant Filter Valves & Actuators <br /> <br /> <br />1.Purpose: <br />To request City Council approval for the purchase of filter valves & actuators for the South Water <br />Plant as part of the upcoming plant upgrade project. <br />2.Background: <br />The South Water Plant upgrade project is scheduled to begin in the near future. As part of the <br />overall project scope, filter valves & actuators were intended to be replaced to ensure proper <br />operation and compatibility with the upgraded system controls. <br /> <br />During final review of project components, it was identified that while labor for installation was <br />included in the project budget, the valves & actuators themselves were identified as "to be <br />provided by the city". These Valves & Actuators are necessary to complete the upgrade and <br />ensure proper filter operation and system reliability. <br />3.Scope: <br />This project includes the purchase of new filter valves & actuators at the South Water Plant as part <br />of the planned plant upgrade. The actuators will be integrated into the upgraded control system and <br />will provide automated operation of the plant’s filtration valves. <br />4.Cost: <br />Staff solicited quotes from qualified contractors for filter valves & actuator upgrades for the south water plant, <br />listed below. The lowest quote received was $67,880 from Quality Flow Systems Inc. <br /> <br />Company Cost <br />Quality Flow Systems Inc.$67,880.00 <br />Professional Pump $76,100.00 <br /> <br />5.Funding: <br />The total cost for the filter valves & actuators is $67,880.00. The project will be funded from the <br />Water Fund. Staff is recommending $27,800 be allocated from the Water Valve Replacement <br />project in the capital improvement plan, which is designated for planned valve replacements. Up to <br />$50,0000 of the south water plant project contingency funds will be used to cover the remaining <br />potion of the cost. <br />6.Staff Recommendation: <br />Staff recommends approval of the purchase of filter valves & actuators for the South Water Plant <br />in the amount of $67,880.00 from Quality Flow Systems Inc.
