moo <br /> Minutes <br /> City Council Work Session <br /> y Monday, February 23, 2026, 5:00 PM <br /> (1kEsHoo'G City Council Chambers 12780 Kelley Parkway, Orono, MN 55356 <br /> ROLL CALL <br /> Council members present: Mayor Bob Tunheim, Alisa Benson, Jacqueline Ricks, Jon Schwingler. <br /> Absent: Steve Persian. <br /> Staff present: City Administrator Adam Edwards, City Clerk Christine Lusian. <br /> SOLID WASTE ORDINANCE <br /> The City Council held a work session to review the city's solid waste regulations for consistency <br /> with state and county standards and offer input on potential future related goals or initiatives. <br /> Staff provided an overview of the city's solid waste system, the existing ordinance, as well as <br /> resident and hauler feedback. The presentation focused on a proposed clarification to hauler <br /> licensing language to improve transparency and ensure compliance with state requirements for <br /> volume-based pricing, while also identifying possible areas for longer-term policy review. <br /> Council provided direction to staff to proceed with the draft ordinance language provided for <br /> consideration of an ordinance amendment at their March meeting. <br /> ADJOURNMENT <br /> Work session ended at 5:50 p.m. <br /> ATTEST: CITY COUNCIL <br /> Christ sian, Clerk Bob Tunheim, Mayor <br />
