The loss of this man-made lagoon to use by <br />Dr. Dunlap for mooring of a "new boat" is not caused <br />by the action or inaction of this Council but "during <br />the last 28 years however, there has been a gradual <br />encroachment of the sand blanket in this area..." <br />19. The Council has repeatedly made findings that any <br />dredging is detrimental to the lake, but that some <br />methods may be better than others. <br />AND, BE IT FURTHERMORE RESOLVED, that based upon the <br />above findings of fact, the City Council of the City <br />of Orono hereby denys the application for a dredging <br />permit by David Dunlap. <br />Adopted by the City Council of e City of Orono at their rebslar <br />meeting on I ,y of , 19 <br />William B.
