As has previously been indicated during the study and also at the Planning Commission public hearings that the number of units that are increased will be based on negotiation between the 3 cities in the agreement and the attendant cost of expansion. Given that any zoning to be achieved in this corridor must demonstrate adequate capacity, it is not an issue that can be fully addressed at this point.
