Proposed Amendment to Ordinances #28 Second <br />Series <br />ISSUE - The adopotion of a City wide sewer area connection charge <br />for all sewered areas in the community. <br />INTRODUCTION - Over the years the City has on occassion <br />established 3 connection charge that is equal to the initial <br />assessment plus interest for various sewered areas in the <br />community. These policies have been in various archives and have <br />not been pulled together in one place. <br />During the fee 3rdinar.ce adoption for 1987 the City staff pulled <br />together, as rioted in Attachmmnt A, all the ones that it was <br />aware were in existance, and placed those in the fee ordinance <br />so that it provided a handy referenct� for the City. <br />DISCUSSION - As we have come to realize however, this did not <br />include all the sewer projects that were assessed and that there <br />are areas where lots do exist that do have sewer in front of them <br />that were never assessed. As it is ^ot fair for those to be able <br />to hook up to sewer at a very minimal charge while their <br />neighbors paid substantial amounts to hook up, Attachment B is <br />the amendment presented to fee ordinance to cover the rest of <br />those sewer projects. <br />RECOMMENDATION - It is recommended that the Council adopt this <br />connection poMicy for all sewered areas in Orono not otherwise <br />specifically addressed in the fee ordinance. <br />PROPOSED MOTION - Moved by , seconded by , that Ordinance No. <br />, Second Series is adopter -as an amendment to Ordinance No. 28, <br />Second Series to provide for connection charges for all lots not <br />previously assessed that are within a sewered area.
