<br />Subd. 13. The state board of pharinacy .shall study the implementation of
<br />Laws 1971, chapter 937 in relation to the problems of drug abuse in Minnesota artd
<br />shall report to the legislature annually on or before December 1, their recontmrnda•
<br />tions concerning amendments to Laws 1971, chapter 937.

<br />152.09 PROHIBITED ACTS.
<br />Subdivision 1. Unla"ful acts. Except as otherwise provided in this chapter, it
<br />shall be unlawful for any person, firm, or corporation to
<br />(1) Manufacture, sell, give away, barter, deliver, exchange or distribute; or
<br />possess with intent to manufacture, sell, give away, barter, deliver, exchange or
<br />distribute, a controlled substance.
<br />(2) Possess a controlled substance, except when the possession is for his our. u.-c
<br />and is authorized by law.
<br />(3) Manufacture, sell, transfer, or deliver or attempt to sell, transfer or deliver a
<br />noncontrollcd substance in violation of section 152.097.
<br />Subd. 2. It shall be unlawful for any person to procure, attempt to procurc,
<br />possess or ha.e in his control a controlled substance by any of the following means
<br />(1) fraud, deceit, misrepresentation or subterfuge;
<br />(2) using a false name or giving false credit;
<br />(3) falsely assuming the title of, or falsely representing any person to be. .1
<br />manufacturer, wholesaler, pharmacist. physician, doctor of osteopathy licensed to
<br />practice medicine, dentist, pexiiatrist, veterinarian, or other authorized person for the
<br />purpo,e of obtaining a controlled substance.
