MINUTES OF THE REGULAR ORONO COUNCIL MEETING IIELD APRIL 14, 1986 <br />ATTENDANCE 7:00 P.M. <br />The Orono Council met on the above date with the <br />following members present: Mayor Butler, Councilmembers <br />Grabek, Frahm, and Hammerel. Councilmember Adams <br />arrived at 7:16 P.M. The following represented the City <br />staff: Acting City Administrator Gerhardson (Public <br />Works Coordinator), Building & Zoning Administrator <br />Mabusth, Assistant Zoning Administrator Gaffron, Chief <br />of Police Kilbo, and City Recorder Peterson. Also <br />presUnt were City Engineer Cook and City Attorney Blatz. <br />YEAR `XII URBAN HEN14EPIII COUNTY <br />QOMMUNITY DEVELOPMENT BLOCK GRANT F DS <br />UBLIC BEARING 7:00 — 7:14 P.M. <br />The Affidavit of ublication was noted. <br />__1/ <br />Acting --City Administrator Gerhardson explained the <br />purpose of the public hearing to consider the proposed <br />use of Year XII Com-munity Develops -ant Block Grant monies <br />in the amount of $18,689.00 to be allocated (and added <br />to previous amounts) to reducing the sanitary sewer <br />assessments to the residents in Crystal i:,y that qualify <br />• in the low to moderate income level. <br />Gary Printup, 1261 Briar St., stated that he was <br />recently informed of an additional $70,000 of funds that <br />have arrived from "somewhere" that are going to be used <br />to pay 10 parcels of eligible sewer assessments, in one <br />amount this year, so that there will be no <br />reapplications in succeeding years for people that may <br />fall victim to circumstances beyond their control to <br />make application for funds in the future. He questioned <br />where this additional $70,000 come from and why it is <br />earmarked to pay assessments off at one time and not go <br />under the program of annual reapplication.
