published. <br />DISCUSSION - To strengthen the enforcement when stopping motor <br />vehicles together with other persons the following attachment is <br />requested to be passed. This Ordinance has been reviewed by all <br />of the communities and we are attempting to get one ordinance <br />that is acceptable to all four of the communities. The essence <br />of this Ordinance is to make any trading or possession of even <br />the smallest quantity of any of the controlled substances a <br />misdemeanor. Once this is in place the City will seek to <br />prosecute these charges and will not generally be "plea <br />bargaining" these charges as trade off fora guilty plea to other <br />charges. <br />RECOMMENDATION - It is recommended that the attached ordinance be <br />adopted by the City Council establishing any dealing or <br />possession of any amount of these controlled substances be a <br />misdemeanor. Should the amount go into the felony range tihey <br />will then be prosecuted as a felon. <br />cc: Scott Richter <br />PROPOSED MOTION - Moved by , seconded by , the Orono City <br />Council adopt Ordinance , Second Series establishing as a <br />misdemeanor the dealing or possession of any of the controlled <br />substances referenced therein.
