• The stair addition is to add 17 s.f. onto the existing stairs located between the driveway and <br />residence. <br />• The paver walkway will be between the house and the driveway. It is in two different <br />locations, south and east of the driveway. Combined they will total 14 7 s.f. These areas are <br />currently grass. <br />The entire house is located lakeward of the average lake shore setback line as drawn between the two <br />adjacent residences. The house sits on a point of the lakeshore. (Exhibit C). <br />The adjacent residence to the west is on higher ground, and may currently enjoy minimal views over <br />the existing residence, which may be reduced by the second story addition. However, the main <br />views of the lake for that house are to the south and not affected. Existing vegetation will also act <br />to limit neighbors' views hence it is unlikely that average lakeshore setback is a significant issue for <br />this property. No neighbors have indicated a problem to staff as of this writing. <br />Lot coverage by structures currently is approximately 7.9%, will remain the same and well within <br />the 15% limitation. <br />The paver walkway and stair addition will increase the hardcover in the 75-250' setback area by 164 <br />s.f. The applicant is proposing to remove 393 s.f. The 393 s.f. is landscape fabric under rock. This <br />is considered nonconforming and should not be included in the calculations. (Exhibit E). The <br />amount of hardcover currently in this setback area is 13,045 s.f. ( 48.7%). The additional 164 s.f. <br />brings it to 13,209 s.f. (49.3%). <br />The residence was built in the early 1950's in its present location, prior to current zoning ordinances. <br />There have not been any additions or variances to this property. <br />Staff has reviewed the addition in regards to city ordinance code requirements. Lyle Oman, Building <br />Official did conclude it does meet the 2 ½ story or 30' criteria, measuring 29.5 feet. <br />Statement of Hardship: <br />The applicants have included their statement of hardship in Exhibit B. The applicants should also <br />be as~ed for their testimony regarding this issue. <br />Issues for Consideration: <br />1. The second story is not changing the footprint of the existing residence. It is increasing living <br />space but not increasing structural coverage or hardcover. <br />2.
