MINUTES Olt '!'ES PLANNING COMMISSION MEETING HELD AUGUST 18, 1986 <br />_ w ii. <br />39 ULRICB CONTINUED <br />Wo Goetten stated that she would like input from the <br />Freshwater Biological Institute regarding this type of <br />system. <br />Chairman Kelley stated that if the system is approved, <br />I., would like the City to review the system on a yearly <br />brsi„ in the winter months to check on the ice issue. <br />Rovegno recommended that erosion control conditions be <br />included if the system is approved. <br />Hanson stated that he had no problems with the system <br />and felt comfortable due to all the regulatory agencies <br />involved. <br />Councilmember Frahm stated that he also wo,ild like <br />comments from the FWBI on this system. <br />McDonald voiced concerns regarding the aquiftr and <br />running out of water. <br />It was moved by Chairman Kelley, seconded by Rovegno, ' <br />recommend arproval of the conditional ub <br />permit/variance for construction of a pipe within 75' of <br />the lake, subject to the following conditions: <br />1. City be allowed to review the operations of the <br />system for a period of 5 years on a yearly basis. <br />2. City receive favorable written documentation from <br />the FWBI on their ^-)inion regarding the effects on <br />the lake and aquafer. <br />3. City will close the operation if the system <br />causes any de-icing effect. <br />4. Appropriate erosion control measures be taken <br />during construction of the pipe and at the entrance <br />of the lagoon. <br />..)tion, Ayes 3, Nays 3.
