The first part deals with the <br />geothermal heating and cooling system and the second part deals <br />with a request to dredge the lagoon and place a filter fabric on <br />the altered bed of lagoon and then covered with 1 foot of sand. <br />The first part is clearly under the joint jurisdiction and review <br />of the DNR and City. The second part is solely under the <br />jurisdiction of the DNR. <br />Staff has reviewed the dredging application with Noble and <br />Judy Boudreau of the DNR rnd both have confirmed that dredged <br />materials will not be placed on '_he Ulrich site but will be <br />removed from cite by Minnetonka Portable Dredging. In addition <br />staff advised Boudreau that the City of Orono granted a <br />conditional use permit to the previous owner, David Dunlop, for <br />the dredging of the lagoon providing a minimum 3 foot draft for <br />Dunlaps boats in 1979. The orginal DNR permit .nd resolution <br />have been enclosed for your information. Staff noted the <br />following to Boudreau: <br />1. App_.icant requests 5' to 6' depths - appears to exceed 4 <br />feet minimum depths allowed under DNR standards. <br />2. Applicant has ample area c,- main lake with ability to <br />install 100 feet length docks to seek desired depth for <br />navigation of boats. <br />3. Filter fabric/sand bed will effect natural xpawning <br />grounds of northern pike and crappie (review letter from <br />J.M. Wood, F.W.B.I. dated 11/13/78 written for David <br />Dunlap's revs -w). <br />Boudreau has .vised that she will keep staff posted on the <br />dredging phase of the application but she noted the Fisheries <br />Department has already said no to the filter fabric and sand bed <br />in the lagoon. Dredging to depths in excess of 4 feet presents <br />real concern for their department because applicant has ample <br />area on the main lake to construct a dock. <br />The geothermal system will provide an economical system to <br />heat and cool the new re&idence. The water supply will be ground <br />water pumped from a well. The water will be circulated through <br />the house providing either heating or cooling and then discharged <br />via V underground PVC and ductal iron piping that would extend <br />100 feet into the lake. The pipe would be placed 5 to 6 feet <br />under ground ind enter the lake bed approximately 50 feet from <br />the shoreline located 412"* below the high water elevation. The <br />discharge portion of the submerged pipe (last $0 feet of iron <br />pipe that extends into lake) will consist of 64 3/4 inch diameter <br />holes.
