SUMMARY OF LEGISLATIVE PROPOSALS <br />A. Water Quality <br />PPropos�a, I: Develop a groundwater quality management program that would <br />allow wthe reinjection of heat pump effluent under certain regulatory <br />parameters. <br />Proposal 2: Provide funding for the Pollution Control Agency to conduct <br />a reinjection ion monitoring program. <br />B. Water Use <br />Proposal 1: Instruct the Department of Natural Resources to include <br />regulations controlling the use of water source heat pumps in their <br />existing water supply management program. <br />C. Financial Incentives <br />Proposal 1: Include water source neat pumps in any of the proposed <br />alternative energy and conservation loan programs. <br />Proposal 2: Adopt a resolution to request the Housing Finance Agency to <br />include water source heat pumps in their home improvement loan program. <br />Proposal 3: Include tax credits for water source heat pumps in <br />proposals to continue the state's renewable energy tax creel t program. <br />0. Consumer Information <br />Proposal 1: Provide funding for consumer information and technical <br />assistance on the use of water source heat pumps. <br />Pro oral 2: Encourage the Minnesota Energy Agency to include in the RCS <br />utility audits an evaluation of the cost-effectiveness of water source <br />heat pumps for homes that presently use electric heating. <br />-5- <br />
