ORONID COUNCIL MEETING HELD DECERBER i. , 1975 Page 2 There are monies available through the Housing and Community Development Act of 1974 for all municipalities in Hennepin County who enter into a Joint Cooperation Agreement with the Council. This program was established in 1974 by Hennepin County. The municip-lities who entered into this joint powers agreement at that time have received monies this year. The formula used for allocations is based primarily on population rather than need. One of the problems brought to light at the last meeting is that a certain percentage of the monies received must be spent on low cost housing. The larger municipalities are the only ones which can assume such an undertaking .nd with the high costs of construction and land, they are notc`:lu to proceed. Therefore, the larger municipalities have recommended a new formula to set up a contingency fund from which they might draw additional funds to complete their low cost housing I:.-ajects.
