In this case, one favorable circumstance is that <br />there is practically no hardcover in the first 110' from the <br />lakeshore, where grassed yard area does the most good from a <br />runoff -cleansing standpoi-,a. <br />The property contains an excessive amount of driveway, which <br />applicant feels is necessary from a safety standpoint. Staff is <br />of the opinion that one or the other driveway accesses could be <br />removed and a turn -around provided on the lot without causing the <br />property owners a great hardship, hence we don't see the safety <br />issue as a valid reason for excessive hardcover. Also, a great <br />portion (about 1/4) of I` `. 75-250' hardcover is decorative rock <br />or gravel underlain by p..,stic which could be removed. However, <br />where existing overhangs are 3' to 4' wide, removal of the <br />plastic may have little actual effect. <br />Staff Recomma ration: <br />In orde. to recommend apprnval of this request, Planning <br />Commission must be comfortaY," iii making the finding that <br />aplicant has valid hay-Ishil at justify granting of the <br />requested variances.
