Liquor Store Bid Sheets Submitted <br />MirG <br />l 31581 <br />ISSUE - Award of bid to apparent highest qualified bidder <br />con ingent upon licensability of bidder. <br />INTRODUCTION - On March 25, 1987 the City received three bids <br />from' theinTividuals noted below. <br />Corl - ($137,500.90) The apparent high bidder on the bid <br />documents was Mr. Steven Corl who has indicated that he <br />will be doing business as Navarre Liquors, should he be <br />awarded the sale and license. Mr. Corl has been an area <br />resident for all of his life. Over the last several <br />years he has been in the food service business and most <br />recently as a manager of a restaurant in the So 1th St. <br />Paul area. He previously was the owner of a restaurant <br />in Little Canada for 3-4 years. Mr. Corl's bid of <br />$137,500.01 was the highest bid received by the City, <br />with a letter of credit from tLe Bank of Wayzata. <br />Investigation date has revealed nothing to indicate <br />that Mr. Corl I not be a licensable individual. <br />Guth /Ashbeck R,691.2 . ) Mr. Guth and Mr. Ashbeck <br />suhmitted' a id that resulted in it being the <br />second h 3hest t These two individuals, who have <br />been employed w, AT&T for a number of years, are <br />partners in both l�!.nd acquisition and also the operation <br />of Colony Liquo- Store at Vicksburg and Highway 55 in <br />Plymouth. They havf� operated th's business since 1984 <br />and expecting sales this year to be equivalent to the <br />')--)no liquor storr operation. <br />Martin/Dun]M - (5110,202.50) Mr. Steve Martin currently <br />operates Martin's 66 in Navarre and Mr. Cris Dunlap who <br />was previously with Emplovee Benefit Association, a larg <br />public self insurance ist ranager in the State of <br />Minnesota, had joined .ogetner to submit this bid. <br />While neither of the individuals had experience in the <br />liquor area both felt that this was viable opportunity <br />for thein to enter this joint husiness. <br />DISCUSSION - The City currently is conducting the appropriate <br />background investigation for Mr. Corl and will be conducting an <br />ini t is 1 investigation on the backgrounds of Mr. Guth and Mr. <br />Itshbeck in case the award of a 1 icense is not made to Mr. C.:r 1. <br />
