MINUTES OF THE REGULAR ORONO COUh..IL MEETING HELD MARCH 17, 1987 <br />ANIMAL, CONTROL SERVICES CONTINUED <br />It was moved by Mayor Grabek, seconded by Councilmemher <br />Sime, to accept staff's recommendation for the in house <br />provision for animal control services undertaking the <br />establishment of Community Service Officer program <br />within the $8,400.00 amount budgeted for animal control <br />for 1987. Motion, Ayes 5, Nays 0. <br />PLANNING COMMISSION COMPOSITION <br />ORDINANCE AMENDMENT <br />ORDINANCE NO. 30 SECOND SERIES <br />City Administrator Bernhardson explained the proposed, <br />amendment to the Planning Commission composition per <br />Council direction being two rural, two urban, two at <br />large, and one lakeshore. In addition, staff has <br />proposed an amended term period from 1 April to 31 March <br />to be appointed by the the 2nd business meeting in <br />March. This amendment is proposed in order to allow a <br />new Council the time necessary to make their <br />considerations for new Planning Commission members and <br />also to avoid a shorthanded Planning Commission. <br />Mayor Grabek and Councilmember Si.me were agreeable with <br />the amended term period. <br />Councilmembers Goetten and Peterson felt the term period <br />amendment was unnecessary. <br />Planning Commissioner Bellows agreed with the amended <br />term period to prevent a short Planning Commission <br />during important issues which recently occurred during <br />the Pla.ninl Commission turnover. <br />Councils. her Callahan agreed with the proposedl <br />amendment c 'he term change, subject to omitting the <br />statement *91., deadlock vote occur* feeling it would <br />lim;t the Counc.. authority to deviate from the policy <br />only if a deadlock ate occurs, not allowing Cowncil to <br />deviate from the licy for the sole reason of <br />appointing the most qu 'ified candidate. <br />Mayor Grabek and Counci.member Goetten felt that it was <br />important because by removing the deadlock vote <br />stipulation, the pressure of designation appointment <br />would also be removed. i <br />After discussion, it was decided that the proposed <br />amendment excluding the deadlock vote stipulation <br />reflectee the Councils' intent to adhere to the policy) <br />of designation but also gave them the authority toi <br />deviate if n-cessary.
