MINUTES <br />page three <br />VI. NEW BUSINESS - cont. <br />Chairman Olds informed the Commission that every 3 years LMCCC is <br />required to do a technical audit on the Cable System; $4,000.00 <br />is set aside for such an audit. Mark Ayotte sated there are <br />two (2) general ways to do this audit. 1) The Commission could <br />hire an outside firm to do a thorough job - but this would be <br />expensive. 2) LMCCC could arrange for a time when Dowden will be <br />doing related audit type tests and hire a consultant to validate <br />and review the technical data. This would be less costly than an <br />independent audit. Dean Johnson asked Mary Smith of Dowden if these <br />tests are required. Smith stated it is an on -going procedure to <br />keep things running smoothly and it is a continual process. <br />ComSonics, Inc. did Dowden's last technical audit and stated that <br />the system is virtually brand new and above FCC specifications. <br />Chairman Olds asked Peter Berzins if he revi.wed the technical audit <br />from ComSonics, Inc. Peter Berzins stated he did; it was a certified <br />audit claiming the system is virtually brand new. Berzins volunteered <br />to review the recent technical audit performed for the transfer of <br />ownership. <br />MOTION 2.17.87.4: Anderson moved, seconded by Johnson, to have <br />Peter Berzins review the technical audit's done by Dowden and <br />ComSonics, Inc. to see if a full technical audit needs to be done, <br />if not, accept the audit-s done by Dowden and ComSonics, Inc. and <br />use that audit as the three (3) year technical audit. Motion carried <br />unanimously. <br />Chairman Olds suggested that LMCCC get a financial audit periodically <br />from Dowden. Chairman Olds asked Mary Smith to check into getting <br />a statement from Dowden-s auditor along with a letter from the <br />auditor's saying the figures are correct. <br />VII. UNFINISHED BUsINESS: <br />Public Hearing: A quorum was not reached. LMCCC cannot legally <br />amend the Ordinances without a quorum. Anderson suggested to <br />set up a new Public Hearing. Mark Ayotte explained to the Cosmllsslom <br />that the State Department of Commerce would like to see the Ordinance <br />completed as soon as possible but will wait if LMCCC gives an <br />explanation. The Public hearing will be set up at the next full <br />commission meetiā¢J 1n May. <br />VIII.
