a Support the development and implementation of program activities <br />which will generate program income to maintain the level of program <br />funding. <br />• Maintain a structure for citizen participation in the development, <br />implementation and evaluation of the Urban Hennepin County CDBG <br />program. <br />• Implement Urban Hennepin County CDBG activities in such a manner as <br />to minimize the direct or indirect displacement of owners or tenants <br />from occupied dwelling units and business locations. <br />HOUSING <br />Urban Hennepin County has established goals which are approved by the <br />Department of Housing and Urban Development for the construction of new <br />housing and the rehabilitation of existing housing which is affordable <br />to and occupied by lower income owner or renter households. <br />• Facilitate the development of appropriate housing acts --A-_ <br />consistent with Urban Hennepin County goals and prior. +•. <br />• Encourage multi -community cooperation in housing development <br />projects. <br />• Facilitate the development of new owner/renter housing affordable to <br />low and moderate income households. <br />• Support the rehabilitation of existing rental units and single-family <br />dwellings. <br />NEIGHBORHOOD REVITALIZATION <br />As an intergovernmental effort, Urban Hennepin County includes a broad <br />range of communities and neighborhoods, some of which, due to the age of <br />their structures, need for infrastructure rehabilitation/installation <br />or other conditions, are in need of assistance. <br />A Maintain and preserve viable neighborhoods and neighborhood service <br />centers through concentrated community development activities. <br />PUBLIC FACILITIES AND IMPROVEMENTS <br />Urban Hennepin County communities provide a diversity of public <br />facilities from sewer and water lines to senior citizen centers. The <br />provision and maintenance of essential public facilities represents a <br />significant cost to the community and the individual user which places a <br />burden on both, but particularly on low and moderate income persons. <br />• Rehabilitate existing public improvements and fac.lities and assist <br />in the develcpment of new facilities and improvements which benefit <br />low and moderate income . persons. <br />
