138b.2 <br />TO: Mayor and City Council <br />FROM: Mark Bernhardson, City Administrator u <br />DATE: January 3, 1986 <br />SUBJECT: Community Development and Redevelopment <br />INTRODUCTION - While a significant amount of land remains <br />uncle ve3 open in the City of Orono and building permits are <br />continuing at a level higher today than they have been in the <br />early eighties, there are areas in Orono that were developed <br />prior to World War II that are beginning to show their age, both <br />residential and commercial. Much of this has come about due to <br />lack of either economic ability, economic incentive or a desire <br />to keep the property in improved shape. As noted in attachment 1 <br />there are a number of things that have been developed over the <br />years which Orono could employ to improve some of these run-down <br />areas, should it desire. <br />To date the City has engaged in cer ain activities which could be <br />considered redevelopement. These include: <br />a) Hazardous Buildings Proceedings - efforts to improve <br />the qua :ty of buildings in the community when they <br />reach a stage that they are no longer usable in their <br />present condition. <br />b) Sewer and Wate - while done principally for <br />env ronmenta protection and -lic safety improvement, <br />have to some degree yromotel improverent in <br />cxi.sLing structures ani also allowed for additional <br />development that would not haves oth•,rri:;e taken place. <br />(._lies Development is an example.) <br />c) Private Economic Value - Over the last 1/ years <br />parETco ar y rono es noticed that beeausa o[ tb• <br />economic value of principally lakeshore property there <br />rise been spot redevelopment done solely with private <br />honey on the lake. This has generally resulted in old <br />a tructures in poor condition being removed and replaced <br />with much higher priced and generally sure attractive <br />buildings. <br />d) CDBG Housing Rehab Crant Program - On a modest scale <br />the City has been utilizing CDBG monies to improve the <br />condition of the housing stork in ^rono. <br />Given the potential need for some rcdevelopmcnt it is appropriate <br />at this time for the Council and stiff to di.cus, the directions <br />they desire to go.
