AGENDA ITEM <br />Date: February 23, 2026 <br />Title: Solid Waste Ordinance <br />Presenter: Christine Lusian, City Clerk <br />Section: Work Session Item <br />Item: 1 <br />Purpose: <br />Receive Council guidance on a short-term ordinance clarification and on longer -term ordinance <br />and program updates. <br />2. Background: <br />Resident concerns raised in 2025 prompted staff to review the City's solid waste regulations and <br />service structure. As an initial step, staff examined the City's ordinance, which establishes local <br />requirements and expectations for waste services. <br />The City's solid waste chapter was originally adopted in 1984 and has received only two minor <br />updates since that time. Given its age, staff s review also considered consistency with county <br />ordinance, state statute, City policies, and contractual obligations. Through this review, staff <br />identified one provision where the current language may not clearly reflect the City's intent, <br />contributing to confusion among residents, haulers, and staff. This work session is intended to <br />provide Council with background information and obtain direction on a possible clarification, as <br />well as any broader areas Council may wish staff to explore in the future. <br />3. Process: <br />Ordinance amendments like this one typically follow the process outlined below: <br />• Staff revisions and legal review <br />• Preliminary Council discussion <br />• Staff revisions and final legal review <br />• Public notice of proposed amendment <br />• Council consideration and vote <br />• Publication of adopted ordinance <br />4. Staff Recommendation: <br />Receive information, provide direction on revisions to solid waste regulations for consistency with <br />state and county standards, and offer input on potential future related goals or initiatives. <br />COUNCIL ACTION REQUESTED <br />Members of Council are invited to provide direction on a proposed ordinance revision, including <br />whether to proceed with the provided example language or provide modifications, so an ordinance <br />amendment can be prepared for consideration at a future meeting. <br />Exhibits <br />A.
